Theia Abstract: Developed by Illumination Works and proven in an Army Phase II SBIR, Theia creates AI-ready knowledge from fragmented data. Theia is a TRL-6 multi-modal knowledge creator that autonomously fuses text, imagery, and other information into a living knowledge graph aligned with mission context.
Theia uses advanced natural language processing, self-supervised computer vision, and automated data curation pipelines to derive structured context for continuous integration into a mission-aligned knowledge graph. This process uncovers hidden relationships and dramatically reduces manual analysis and labeling for speed to insights.

Odin Abstract: Developed by Illumination Works, Odin is modular, containerized, and cloud-enabled, bringing together capabilities matured to TRL 6 through a Department Air Force (DAF) Phase II SBIR and demonstrated across multiple Air Force and Army projects.
Odin transforms fragmented acquisition and weapon system product support information into trusted, decision-ready intelligence that helps teams act faster, reduce risk, and deliver capability sooner. Odin connects contractual, technical, engineering, logistics, and lifecycle data in an AI-ready knowledge environment, applying AI, advanced analytics, semantic crosslinking, and knowledge graphs to automate workflows, speed processes, and surface actionable insights. Users can rapidly find and validate information, identify risks, verify deliverables, generate acquisition documents, and obtain source-grounded answers from authoritative program data.
Proven use cases include contract price negotiation, contractual data rights, weapon system lifecycle document generation, and digital product support, with demonstrated AI-enabled workflows reducing manual effort by up to 95%.

System of Systems Consortium (SOSSEC) Other Transaction Authority (OTA)
The SOSSEC OTA was formed as a collaboration innovation and cooperation among a broad spectrum of industry academia and non-profit entities to vastly improve the products and services delivered to its clients. This is a special vehicle used by federal agencies for obtaining or advancing R&D or prototypes. ILW is a consortium member and has been provided with authority to engage in other transactions.
SeaPort Next Generation (NxG) IDIQ
SeaPort-NxG is the Navy’s electronic platform for acquiring support services in 23 functional areas including engineering, financial management, and program management. SeaPort-NxG provides an efficient and effective means of contracting for professional support services and enhancing small business participation. ILW received a prime contract award for SeaPort-NxG in July 2021.
Naval Aviation Systems Consortium (NASC) OTA
The NASC consortium supports the technology needs of the Naval Air Warfare Centers (NAWC) and the Naval Air Systems Command (NAVAIR). NASC is built as an agile, collaborative, and enduring enterprise with world-class capabilities providing the Navy with broad reach, robust competition, and a comprehensive range of technology solutions. Consortium members work with the government to identify opportunities, target their technology offerings, expand into new markets, and grow their businesses.
Command, Control, and Communications in Cyberspace (C5) OTA
The C5 consortium addresses Army C4ISR and cyber-technology requirements. C5 accelerates the development and deployment of new capabilities to the warfighter through use of the OTA. C5’s technology focus areas cover a wide array of technologies across several domains including artificial intelligence, analytics, system integration, software and enabling technologies, and information operations.
Joint Artificial Intelligence (JAIC) Data Readiness for Artificial Intelligence Development (DRAID) Services Basic Ordering Agreement (BOA)
The DRAID BOA is a decentralized vehicle to streamline rapid procurement and agile delivery of artificial intelligence data readiness capabilities for the DoD. This BOA opens the path for DoD access to cutting-edge commercial services to prepare data for use in AI applications, which can involve complex technical challenges. This BOA provides the JAIC with an efficient means to reach AI leads through call orders for their most pressing needs.
