Illumination Works (ILW), a leader in digital transformation and advanced data solutions, is proud to announce the award of a $97 million, 10-year, Phase III Small Business Innovative Research (SBIR) Indefinite Delivery/Indefinite Quantity (IDIQ) contract with the Air Force Sustainment Center (AFSC). This award supports the Air Force’s mission to drive digital depot transformation and industrial modernization across critical operations.
Evolving Digital Transformation for Industrial Modernization
This IDIQ award marks a significant milestone in ILW’s partnership with the Air Force and positions ILW to deliver innovative solutions to support AFSC’s digital depot transformation and industrial modernization leveraging modern processes and techniques around data management, system integration, advanced analytics, generative artificial intelligence (AI), computer vision, machine learning, object tracking, digital twin generation, edge analytics, and more. The IDIQ structure allows the AFSC to issue task orders tailored to evolving mission needs. ILW’s proven expertise in digital transformation ensures rapid deployment of advanced capabilities to meet the AFSC’s most pressing challenges. This award builds on ILW’s track record of success in delivering innovative SBIR solutions to the Department of Defense across Air Force, Army, and Navy.
From Physical to Digital: Total Depot Visibility
The AFSC performs aircraft and engine overhaul and maintenance, landing gear overhaul, avionics repair, and commodities repair and manufacturing. Today, most operations are performed on either standalone equipment or equipment on air-gapped enclave networks. The AFSC realizes the need to implement a cohesive digital depot transformation framework with capabilities that support the future industrial area production environment and ultimately, the warfighter.

The DTIM IDIQ will enhance AFSC capabilities across the digital infrastructure, data environment, and industrial internet of things (IIoT) platform to ensure the following key objectives:
- Modernize AFSC’s Digital Depot Technology Foundation
- Implement training, transition, and sustainment of Digital Depot technologies and processes to the government
- Implement geographic parity in Digital Depot Transformation Framework and processes to ensure uniform modernization and efficiencies
- Develop technical integrations and processes between and across geographic boundaries and disparate organizations including the full suite of manufacturing and sustainment technologies and processes
- Develop and implement a uniform modernized Digital Transformation Framework that integrates existing and modern technologies across industrial operations
Task Order 1: Athena IIoT Platform
The first DTIM task order focuses on the Athena IIoT ecosystem and supports the identification, scaled implementation, and integration of AFSC’s Digital Depot Transformation Technologies. These include using current IIoT Enterprise Platforms, deploying technologies that adhere to organizational requirements, optimizing the hosting environment to include the on-premises networks and hybrid cloud, using the corporate data analytics environments, and supporting the transition to full government management, maintenance, and use.
ILW will help AFSC achieve a more agile, efficient, and digitally connected AFSC through current Industry 4.0 practices and evolving to Industry 5.0 strategies, which have the potential to provide manufacturing and digitation improvements for standardization and consistency that result in useful analytics outcomes.
