Illumination Works (ILW) is proud to announce our AFWERX Small Business Innovative Research (SBIR) Direct to Phase II contract award to offer our Odin-FM solution—an enabling technology to transform the budget execution planning process through artificial intelligence (AI)-driven automation.
Data-Driven Execution Plan
The Department of the Air Force (DAF) and the Air Force Installation and Mission Support Center (AFIMSC) require a cohesive, consistent, and transparent data-driven method to equitably allocate its multibillion-dollar annual budget across missions and installations in the Air Force and Space Force to enhance warfighter readiness and lethality. ILW’s Odin-FM AI solution will enable rapid, effective decision-making for the DAF and AFIMSC by automating budget requirements forecasting and analysis as well as the needed data preprocessing to support these activities. Odin-FM will address one of AFIMSC’s 2023 Strategic goals (Line of Effort 1, Goal 6), which is “Create Data Driven Execution Plan Process.”
Intelligent Data Fusion
Odin-FM performs intelligent data fusion by leveraging machine learning (ML) and natural language processing (NLP) to extract and parse financial information from contractual and financial documents. Odin-FM also applies AI-based approaches to identify and correct erroneous data prior to budget forecasting. Using this trusted data, Odin-FM then implements predictive ML models and comparative analysis, feeding data-driven execution planning. The benefits of Odin-FM include:

One-Stop Shop for Budget Planning & Analysis
Odin-FM’s advanced digital/analytic capabilities will enable FM organizations to be data-driven and take control of their digital enterprise, providing a one-stop shop for financial planning and analysis. The feasibility of Odin’s modular components has been proven through ILW’s DoD and commercial project-based efforts; innovation, research, and development (IR&D) in ILW’s Innovation Lab; and during Phase I/II DAF and Department of Navy (DON) SBIRs.
For this effort, ILW will extend the Odin-FM core modules, each of which is presently at Technology Readiness Level (TRL) 4-7, to meet AFIMSC’s need for data-driven budget execution planning. The project will result in ILW deploying a TRL 7 Odin-FM in a DAF enterprise cloud production environment with FM end-user testing complete.
